The Sims 4: Vampires is a game pack revolving entirely around the titular supernatural creature type. This means that you'll definitely need that game pack installed if you want vampire Sims - conversely, if you really hate the idea, not installing Vampires means you'll never have to deal with them. This contrasts with older generations of The Sims, where vampires were rolled in with other new features as part of full expansion pack releases.

When a vampire Sim increases their rank, they will sometimes need to take on a weakness in order to gain access to their new powers. The player gets to choose what Weaknesses their vampire Sim takes on. Weaknesses are limiting by design, and you need to weigh the costs of those limitations against what you want your vampire to be able to gain from their Powers.
Some Powers and Weaknesses even conflict with each other, and you can't simply change them once you've made your selection; so choose wisely. In The Sims 4, you can embark upon a vampiric life no matter where you live. The whole place is, needless to say, very spooky: with rolling fog and ominous ravens, as well as rumours of a cave full of bats nearby, Forgotten Hollow really sets the mood for the gothic hijinks to ensue. Forgotten Hollow consists of a single neighbourhood, made up of five residential lots.
Four of the five lots have pre-made houses built on them, and two of these houses are occupied when you install the game pack. This is actually fairly significant: in the Straud and Vatore households, you will find the only pre-made, playable occult creatures in all of The Sims 4. Even if you don't jump over to Forgotten Hollow immediately after installing Vampires, you'll likely become familiar with Vladislaus Straud quite quickly.
He's picked up a bit of a reputation among players because of his tendency to make creepy phone calls to your active Sim praising the loveliness of their neck, before possibly turning up at their house later that night to compel them to give him a drink of their delicious plasma. He's quite persistent too: willing to travel literally anywhere in the game world in order to chow down on his chosen victim. Caleb and Lilith Vatore are a much less offputting pair.
Though far from being recluses, they won't go telephone stalking complete strangers or breaking into other Sims' houses in the middle of the night. If you choose to move into one of the unoccupied lots in Forgotten Hollow, at least one of the Vatore siblings will turn up as part of the Welcome Wagon. They're both rather sweet, actually, and getting to know them is probably the best way to make a start on turning your Sim into a playable vampire.
Of course, Vladislaus Straud and the Vatore siblings are already playable, so if you want to quickly jump in and see what vampires in The Sims 4 can do, you can just load up either household and start playing with them straight away. Assuming that you didn't purchase the Vampires game pack just to play with those three pre-made characters forever, you're eventually going to want to make some vampires of your own.
There are a few ways to go about this, but there's only one method incorporated into ordinary gameplay. There's a pretty strong consensus out there that, to turn into a vampire, you need to be bitten by a vampire.

As additional reminders, the Sim sports two discreet puncture holes in their neck, and will occasionally groan and clutch at their stomach as an eerie supernatural light emits from their body.
Around 12 in-game hours later the moodlet will expire and be what is a legal marriage by a stronger Uncomfortable moodlet, 'Disgusted by Food'. A Sim in this condition can still consume ordinary food, but the increased decay and decreased gains will be even more pronounced, and they might take longer to eat as they struggle against the suddenly unpleasant sensation.
Another 12 hours or so in-game and 'Disgusted by Food' will give way to 'Appetite Lost'. Once again, the negative effects are stronger, but now the Sim will be lucky if they can keep that human food down at all: eating anything will make them nauseated, which carries a risk of vomiting.
One final hour hour stretch later, during which your Sim is somewhat unavoidably miserable, and you'll receive a pop-up notification informing you that your Sim is transforming into a vampire. That weird purple glow that's been hanging around them on and off will intensify, actually lifting them up in the air, before turning into spinning strands of black smoke that surround them.
A moment later, your Sim lands back on the floor a fully-fledged vampire - complete with the new 'Strange Thirst' moodlet. You can probably guess what it is they're thirsting after. You'll also get your first peek at their randomly generated Dark Form - which, if you're familiar with the infamous randomised fashion choices of The Sims 4's NPCs, probably isn't the suave look you were hoping for.
Luckily, you can edit your vampire Sim's appearance including both their clothing and a bunch of vampire-exclusive cosmetics like supernatural eye and skin colours, vampire teeth, and skin details by using the 'Change Sim' interaction on a dresser or mirror. After that, you should probably think about spending the modest handful of Vampire Power Points your Sim gained when they turned, as well as finding them their first drink.
From then on, it's up to your vampire Sim to seize the night in whatever way best pleases them. Vladislaus Straud can turn your Sims into vampires, and is more than happy to do so. You can head to the mansion with the graveyard surrounding it or the Forgotten Hollow at Vlad's statue. Vlad may hypnotize your Sim, but in the end, your Sim will be bitten and will begin craving blood and plasma.
